Seit vielen Jahren unterstützt die österreichische Entwicklungszusammenarbeit die Regierung der Republik Cabo Verde in den Bereichen Raumordnung und Siedlungsentwicklung. Die Herausforderung für diese Inselgruppe, die etwa 1.500 km südlich der Kanaren vor der westafrikanischen Küste liegt, besteht vor allem darin, die dynamische Entwicklung der Wirtschaft und das massive Auftreten externer Immobilienakteur/innen in einer Weise zu steuern, dass die natürlichen Ressourcen geschützt und die Lebensgrundlagen der lokalen Bevölkerung gesichert werden.

Ein Projekt, das von 2003 bis 2007 vom österreichischen Architekten und Stadtplaner Johannes Fiedler konzipiert und geleitet wurde, konzentrierte sich auf die Gemeinden der Hauptinsel Santiago und erarbeitete mit lokalen Planungsbüros eine Reihe von Flächenwidmungs- Stadtentwicklungs- und Bauleitplänen.

Die spezielle Problematik in dieser Arbeit bestand im Fehlen klarer gesetzlicher Vorgaben und technischer Normen und in der mangelnden Praxis der lokalen Akteur/innen bei der Entscheidungsfindung und in der Ausarbeitung öffentlich-rechtlicher Planungen. So mussten im intensiven Dialog mit den Beteiligten zahlreiche Begriffe, Raumkategorien, Typologien und Methoden erarbeitet werden, um die Planung technisch konsistent und rechtlich umsetzbar zu machen. Dabei waren viele in der europäischen Planungspraxis selbstverständliche Konzepte und Begriffe grundsätzlich neu zu interpretieren.

In der Publikation wird das Ergebnis dieser Bemühungen – das Erstellen einer Raumplanungssystematik für eine liberale, marktorientierte Entwicklung – und die daraus hervorgegangenen 11 Pläne unterschiedlichen Maßstabs in sechs verschiedenen Räumen – vorgestellt. Besonderes Augenmerk liegt auf der fachlich – kritischen Analyse, die das Exemplarische dieser Planungsaufgaben im Kontext von Entwicklung und Globalisierung heraushebt.

For many years, the Austrian Development Cooperation has been supporting the Government of Cape Verde in the field of planning and urban development. This archipelago, located off the West African coast, 1.500 kilometres south of the Canary Islands has to cope with the spatial effects of dynamic economic development and with the influx of external real estate investment, in order to protect its natural resources and secure the access to basic commodities for its residents.

From 2003 to 2007, a project, devised and guided by the Austrian architect and urbanist Johannes Fiedler, has been concentrating on the municipalities of the island of Santiago. In cooperation between the authorities and local planners a series of zoning plans and urban development schemes have been produced.

The specific challenge in this program has been the lack of clear legal and technical norms and insufficient experience of local partners in public planning and decision-making. In an intensive dialogue with stakeholders and experts, a great number of concepts, technical terms, typologies and methods had to be devised in order to make results technically consistent and legally practicable.

In this discourse, some established ideas and conventions deriving from European practice had to be fundamentally questioned and re-defined.

This book presents the results of the efforts: a) the design of a planning system for a liberal, market-oriented development context and b) the plans produced: 11 schemes at different scales for 6 municipalities. Special attention is paid to a critical analysis from an expert perspective, focusing on the references these plans provide to the themes of development and globalization.

A Cooperação Austríaca para o Desenvolvimento apoia há já vários anos a República de Cabo Verde nas áreas de Ordenamento do Território e de Desenvolvimento Urbano. Para este grupo de ilhas, situadas na costa ocidental africana, cerca de 1.500 km a sul das Ilhas Canárias, o grande desafio que se coloca é orientar o desenvolvimento dinâmico da economia e o aparecimento em massa de agentes imobiliários externos de modo a permitir proteger os recursos naturais e assegurar as condições de subsistência da população local.

Um projecto concebido pelo arquitecto e urbanista Johannes Fiedler, e dirigido por ele de 2003 a 2007, concentrou-se nos municípios de Santiago, a ilha da capital, e, em colaboração com centros de planeamento locais, levou à criação de um conjunto de planos urbanísticos de tipo Plano Director Municipal, Plano de Desenvolvimento Urbano e Plano Detalhado.

A problemática particular deste trabalho residiu na ausência de exigências legais e normas técnicas claras, bem como na falta de experiência dos actores locais a nível de tomada de decisões e de preparação de planos de carácter público-legal. Por esse motivo, desenvolveu-se um intenso diálogo entre os participantes para definir inúmeros conceitos, categorias de espaço, tipologias e métodos, de modo a permitir um planeamento com coerência técnica e passível de implementação legal. Durante este processo, foi necessário rever muitos dos conceitos e termos estabelecidos na prática de planeamento europeia.

Esta publicação apresenta o resultado deste esforço – a criação de uma sistemática de ordenamento do território para um desenvolvimento liberal e orientado para o mercado, e os onze planos resultantes, em escalas variadas, para seis áreas diferentes.

Há um focus especial na análise técnica e crítica, que salienta o carácter exemplar destas tarefas de planeamento no contexto do desenvolvimento e da globalização.
